The INRH was created by the Revolution on August 10, 1962, at that time backed by Law No. 1049. The institution chaired by Commander Faustino Pérez Hernández was founded, which at that time had the arduous task of laying the foundations of hydraulic work by designing the first national hydraulic strategy based on the economic development of the country and starting an ambitious construction program, also assuming the attention of the aqueduct and sewer services.
On June 6, 1989, through Decree Law No. 114, a new State Central Administration Agency is created, which takes the same name as the one founded on August 10, 1962, and is maintained on December 10 August as the day of the hydraulic worker.
Currently the National Institute of Hydraulic Resources is in its most advanced stage of improvement and its new approved structure is composed of:
The President, who is his highest authority, the 3 Vice-Presidents, the organizational units that exercise the governing functions and the functional authority throughout the Institute System, the subordinate entities and the auxiliary bodies, which are listed below:

1.- General Directorate of Infrastructure Development:
a) Infrastructure and Investment Department;
b) Hydraulic Planning Department;
c) Directorate of Science, Technology and Innovation; Y
d) International Relations and Collaboration Department.

2.- General Directorate of Integrated Water Management:
a) Directorate of Hydrology and Hydrogeology;
b) Department of Water Quality and Pollution Control;
c) Water Balance Directorate;
d) Directorate of Aqueduct, Urban Drainage and Sanitation; Y
e) Directorate of the National Land Water Registry.

3.- General Directorate of Inspection and Systems:
a) Organization, Activity Planning and Information Division;
b) Directorate of Economy and Human Capital;
c) Inspection and Inspection Department; Y
d) Information Technology, Communications and Automation Department;

4.- Institutional Communication Department.

5.- Direction of Pictures.

6.- Legal Direction.

7.- Internal Audit Department.

8.- Directorate of Defense and Security.

9.- Secretariat.

10.- Secretariat of the National Council of Watersheds.

Subordinate entities. The Institute has the following subordinate entities:
Thirteen (13) provincial delegations and one (1) municipal delegation in the special municipality Isla de la Juventud.
Subordinate services and support units. The Institute has the following services and support units:
a) Management Position;
b) Insurance and Services Unit; Y
c) Branch School.
Business system. The business system served by the President of the Institute is structured into senior business management organizations and companies.
Auxiliary organs. The Institute has as auxiliary organs the Secretariat and the Secretariat of the National Council of Watersheds.
